0 What is this? (strange crochet tool)?

There is a lot of glare, but it looks like a latch hook for doing latch hook rugs and other projects. It is used with pre cut lengths of yarn and a waffle-weave rug backing that is printed in the design colors. Or you can design your own and cut your own yarn.
